The Guangdong-Hong Kong-Macao Greater Bay Area includes two special administrative regions of Hong Kong and Macau and nine cities in Guangdong province, including Guangzhou, Shenzhen, 蔡加赞Zhuhai, Foshan, Huizhou, Dongguan, Zhongshan, Jiangmen, and Zhaoqing, with a total area of 56,000 square kilometers. According to the latest data provided by the Guangdong province and the Hong Kong and Macau SAR governments, the total population of the Greater Bay Area will exceed 86 million in 2020, and the regional GDp will reach US$1.6688 billion.
The construction of the Guangdong-Hong Kong-Macao Greater Bay Area is a major development strategy under the reform and opening up of the country in the new era. It is of great significance to the country’s implementation of innovation-driven development and adherence to reform and opening up. On July 1, 2017, under the witness of president Xi Jinping, the National Development and Reform Commission and the governments of Guangdong, Hong Kong and Macao signed the “Framework Agreement on Deepening Cooperation between Guangdong, Hong Kong and Macao and promoting the Construction of the Greater Bay Area”, which established cooperation goals for the construction of the Greater Bay Area. The principle of peace and harmony established the key areas of cooperation. The relevant central ministries and commissions and the governments of the three places have been seeking policy breakthroughs with innovative and open thinking to jointly promote the development of the Guangdong-Hong Kong-Macao Greater Bay Area.
The “Guangdong-Hong Kong-Macao Greater Bay Area Construction Steering Committee”, chaired by Chief Executive Carrie Lam and composed of all directors, fully coordinates Hong Kong’s participation in the construction of the Greater Bay Area. The Constitutional and Mainland Affairs Bureau has also established the Guangdong-Hong Kong-Macao Greater Bay Area Development Office and appointed the Guangdong-Hong Kong-Macao Greater Bay Area Development Commissioner to be responsible for related work. On February 18, 2019, China officially announced the “Outline of Development plan for the Guangdong-Hong Kong-Macao Greater Bay Area”, marking a new step in the construction of the Greater Bay Area. With the strong support of the central government, the Hong Kong Special Administrative Region will actively integrate into the overall situation of national development, thereby opening up new development space, adding new development momentum, and bringing new development opportunities to all sectors of Hong Kong society, especially young people.
